There are some cell phones which are designed to use a subscriber identification module card or what we called the SIM card or microchip that stores subscriber data. The sim card is card is issued by a carrier and provides cell service by unlocking any phones like Samsung Phones,  iPhone Unlocked and even Unlocked Gsm Cell Phones into which it is inserted.

A locked phone will only be recognizing a sim card from a particular carrier. If the cell phone is unlocked, it will recognize a sim card from any carrier. The lock is software for cell phone units setting that keeps the cell phone private and loyal to only one carrier.
